As a member of both the Urban Planning and Social Services teams, Clara provides guidance on strategic development and implementation of programs across multiple initiatives. This includes creating plans and community engagement strategies for urban developments, as well as finding evidence-based solutions for issues related to affordable housing, poverty alleviation and public health.
Prior to Bloomberg Associates, Clara was a legal consultant on private equity transactions in her native Brazil. She worked closely with clients and governmental organizations in mergers and acquisitions, negotiation of joint-ventures, and development of funding solutions. She also provided support to Rio de Janeiro’s State Secretary of Education on a project by Fundação BRAVA. Outside of Brazil, she did pro bono work advocating for non-profit organizations before the Ghanaian government for the creation of a regulatory framework for public-private partnerships for community-level water supply.
Clara earned her Law degree from PUC-SP and her Master in Public Administration at Columbia University’s School of International and Public Affairs, concentrating in International Finance and Economic Policy. She is a Lemann Fellow and an associate professor of Housing and Community Development at Columbia University. Clara is a member of the São Paulo and of the Rio de Janeiro Bar Associations in Brazil.
